Our Board of Directors comprises experienced professionals who bring a wealth of expertise in various aspects of affordable housing and community development. Collectively, we have a deep understanding of property management, development, social services, eldercare, and compliance with HUD and Tax Credit programs.

Rose Dubin
President
Rose is an independent HUD and Tax Credit Consultant with expertise in compliance and consulting for affordable housing programs. She offers on-site staff training for national organizations and management companies and conducts tenant file audits as an internal auditor. With experience supervising field auditors for a large portfolio of Section 8 properties, she has also held supervisory roles with Property Management Companies for HUD/Tax Credit sites. Rose holds a bachelor's degree in education and earned her CPM designation in 2009.

John Kennedy
Vice President
John is an accomplished leader in affordable housing development and management. With notable roles as VP and President at Metroplex, Senior VP at Related Management in Chicago, and Executive VP at Evergreen Real Estate Services, LLC, he has demonstrated exceptional expertise. John holds a JD from DePaul University College of Law and a BS Degree in Business from Marquette University.

Laura Prohov
Secretary
Laura brings a wealth of knowledge and experience in the field of elder care. As the former Vice President of Community Services at CJE Senior Life, a nonprofit organization dedicated to enhancing the quality of life and facilitating the independence of older adults, Laura played a pivotal role in serving over 20,000 older adults and their family members through residential living, life enrichment, supportive resources, healthcare, research, and education.

Polly Kuehl
Executive Director
Polly is a highly experienced professional with 40 years of success in property management, development, and social services. She has a proven track record of providing affordable housing with comprehensive support. Polly holds a master’s degree in public administration and is licensed in multiple states. She has held executive positions at reputable organizations, overseeing the development and management of numerous properties. Polly is well-versed in various financing programs and has extensive experience working with government agencies. Her commitment to affordable housing preservation and social services is unwavering.

Bruce Schiff
Treasurer
Bruce brings over 30 years of experience in affordable housing finance, specializing heavily in the Section 42 Low Income Housing Tax Credit (LIHTC) program. Throughout his career, he has advised developers, housing authorities, investors, and lenders on financing and managing federally assisted housing. As a co-founder and past president of the Illinois Housing Council (IHC), Bruce successfully united hundreds of industry leaders across the state. A respected thought leader and frequent industry speaker, Bruce remains a deeply trusted advisor and ally throughout the entire affordable housing community.
